In October 2019, I imported a number of Belgium Lambretta,s that were made in Italy. No questions were asked in regards to me requiring a COC or Certificate of Mutual Recognition. However, for three of them, I was asked for the Export Certificate.

August 2019 – News post added as a result of someone contacting me about the DVLA rejecting an application, requesting information on a Non Uk Certificate / Export Certificate evidence.
I have uploaded this News Post as a result of someone letting me know that the DVLA rejected an application after evidence of a Non Uk Certificate / Export Certificate NOT being provided.
If you have this problem, please get in touch and let me know. I would be keen to understand what the DVLA are requesting in this scenario.
Notes on Export Certificates:
A number of EU countries (Italy, Belgium, France), using France as an example here, have something called a Carte Grise that needs to be filled out by the seller. As I understand it, this is required to inform the EU country that the vehicle is being exported out of the EU country. If your Lambretta has an EU equivalent V5C or is registered in the EU country, an original copy of the certificate of export is required by the DVLA, before they will allocate an age related place or assign a V5C.
90% of my Lambrettas have arrived to me without documentation or number plates and are therefore in some ways classified as barn finds, as they have at some stage dropped off the UK or EU’s database and the seller has, most of the time, not provided me any paperwork (Where I have paperwork, these have been UK buys). Receipts of purchase are however, always obtained.
If you have not been provided with an Export Certificate, a receipt of purchase and intro letter on the purchase may be accepted by the DVLA to assist in you getting your Lambretta an age related place / V5C.

This website tries to cover all fields required to be filled in when completing the forms and hopefully provide reassurance in some areas when VAT may be required, as well as how to obtain a V5C and what fields to complete on the form.
You will note on the link above item 3 (Getting vehicle approval), that references:
Non-EU Import – IVA (This is not applicable to motorcycles).
None-EU Import – MSVA (This is not applicable as your Lambretta is over 10 years old. Also a CoC (Certificate of Conformity) can not be obtained for a historic Lambretta
EU Import – European Certificate of Conformity (CoC) . The certificate of conformity is issued by the manufacturer and shows that the technical characteristics of the vehicle meet safety and environmental standards. It can be either a European (EC) or a national certificate.
Certificates of Conformity have been defined in EU’s Single Internal Market and Type Approval Directive (EC-92). EU’s single internal market became official on 1 January 1993.
Lambrettas built before 1993 will not have a certificate of conformity and this information is therefore not required when filling out a V55/5 form.

For this reason, a number of areas of the new form are left blank and a CoC can not be provided. Note: There are some companies out their that claim to provide these at a cost. You should not need one as your Lambretta is old and historic and is, in my opinion, a way these companies are making money.
EU Import – A Certificate of Mutual Recognition – A certificate of Mutual Recognition is not possible as Lambretta as it is a motorcycle and this applies to a left or right hand drive vehicle.
